Polish Minister Claims PM Modi Helped Prevent Putin’s Tactical Nuclear Strike on Ukraine in 2022
Poland’s Foreign Minister Władysław Teofil Bartoszewski has claimed that Prime Minister Narendra Modi played a significant role in preventing Russian President Vladimir Putin from deploying tactical nuclear weapons against Ukraine during a critical phase of the war in late 2022. The remarks, made during a press briefing, have drawn international attention to India’s diplomatic engagement with Moscow during the conflict.
Describing PM Modi as one of the few global leaders capable of influencing the Russian President, Bartoszewski said that Putin “actually pays attention” to what the Indian Prime Minister says. He attributed this influence to India’s longstanding strategic relationship with Russia and Modi’s stature as an internationally respected leader. According to the Polish minister, New Delhi’s communication with the Kremlin helped dissuade Moscow from escalating the conflict through the use of tactical nuclear weapons.
The claim relates to a period in late 2022 when Western intelligence agencies believed Russia was seriously considering the use of tactical nuclear weapons following battlefield setbacks in Ukraine. At the time, several world leaders, including those from the United States, China and India, publicly and privately urged restraint. Former NATO Deputy Secretary General Rose Gottemoeller has also said that Russia appeared to have contemplated such an option before ultimately stepping back.
India has consistently maintained a balanced position throughout the Russia-Ukraine conflict. While refusing to condemn Moscow outright or join Western sanctions, New Delhi has repeatedly called for an immediate cessation of hostilities, dialogue and diplomacy. During the 2022 Shanghai Cooperation Organisation Summit in Samarkand, PM Modi famously told President Putin that “today’s era is not an era of war,” a remark that was widely welcomed by Western nations and later echoed in international forums.
Bartoszewski’s statement reinforces the perception in several European capitals that India has served as an important diplomatic channel with Russia. He argued that New Delhi’s unique relationship with Moscow gives it leverage that few other countries possess, making India’s role in preventing further escalation of the war “crucial.”
However, the Polish minister did not disclose specific details or evidence regarding the alleged intervention, and neither the Indian government nor the Kremlin has officially confirmed that PM Modi directly persuaded President Putin to abandon plans for a tactical nuclear strike. As a result, the claim remains an assertion by a senior Polish official rather than an independently verified account of diplomatic exchanges.
