Centre Launchs Online Portal for Notary Public Applications, Fresh Module Goes Live for Advocates

New digital application system enables eligible legal practitioners to apply online for appointment as Central Notaries, eliminating manual paperwork and improving transparency

The Central Government has launched the Fresh Application Module on the Notary Portal, allowing eligible advocates and legal practitioners to submit applications online for appointment as Notary Public. The initiative marks another step in the government’s ongoing digital governance reforms by replacing the conventional paper-based application process with a streamlined online system.

The newly introduced module enables applicants to complete the entire application process electronically. Eligible legal practitioners can now register, upload the required documents, furnish professional details, and submit their applications through the official Notary Portal without the need to submit physical forms or visit government offices for initial processing.

The Ministry of Law and Justice has designed the portal to simplify the appointment process for Central Notaries while improving efficiency, transparency, and accountability. By digitizing application submission and document verification, the government aims to reduce administrative delays and create a standardized workflow for processing notary appointments across the country.

The Fresh Application Module is available to advocates and other legal practitioners who satisfy the eligibility criteria prescribed under the Notaries Act, 1952 and the Notaries Rules, 1956, as amended from time to time. Applicants are required to provide professional credentials, enrolment details, supporting documents, and other statutory information through the online platform.

The Notary Portal has gradually evolved into a comprehensive digital platform for managing Central Notary services. Besides fresh applications, the portal facilitates several online functions, including document verification, issuance of digitally signed Certificates of Practice, publication of official notices, and management of appointment-related processes. More than 36,000 digitally signed Certificates of Practice have already been issued through the portal as part of its phased implementation.

Officials believe the online application system will significantly reduce paperwork, minimize manual intervention, and improve the overall efficiency of processing notary appointments. The digital workflow is also expected to enhance record management, reduce procedural errors, and provide applicants with greater visibility into the status of their applications.

The initiative forms part of the Centre’s broader Digital India agenda, which seeks to modernize public services through technology-driven governance. By bringing notary appointments onto a fully digital platform, the government aims to make legal administrative services more accessible, transparent, and citizen-friendly while strengthening institutional efficiency.

Legal professionals have welcomed the move, noting that the Fresh Application Module is expected to simplify the appointment process for aspiring Notary Publics, particularly by eliminating repetitive paperwork and enabling faster electronic scrutiny of applications. As the portal continues to expand its services, it is expected to become the primary interface for managing Central Notary appointments and related regulatory functions in India.
