Andy Burnham Finalises Cabinet Ahead of Becoming UK Prime Minister on Monday

Andy Burnham has begun preparing for his first day as the United Kingdom’s Prime Minister after being confirmed as the new leader of the Labour Party. Burnham is expected to formally take office on Monday, when he will meet King Charles III and be invited to form a government following the resignation of Keir Starmer. Because Labour retains a majority in the House of Commons, a general election is not required for the leadership transition.

Speaking after his election as Labour leader, Burnham said he was still “finalising” the composition of his Cabinet and would unveil his ministerial team only after officially entering Downing Street. He dismissed calls to announce appointments early, arguing that doing so before formally becoming Prime Minister would create unnecessary disruption within government.

“I am finalising those decisions, and I will come to conclusions very shortly, and then I will announce those on Monday,” Burnham said, adding that making Cabinet appointments before taking office would be “premature” and could cause “complete chaos.”

Intense speculation continues over several senior posts, particularly the role of Chancellor. Reports have suggested that figures including Shabana Mahmood and Ed Miliband are among those being considered for key economic positions, although Burnham has declined to confirm any appointments. Reuters reported that his Cabinet would reflect “all parts” of the Labour Party and represent a broad range of views and communities.

Burnham has pledged to unite Labour after months of internal tensions and has promised a government focused on improving living standards, reforming social care, expanding affordable housing and accelerating the devolution of powers from Westminster to England’s regions. During his leadership address, he described his administration as “one Labour team” and said his priority would be delivering practical improvements rather than engaging in factional politics.

The incoming Prime Minister also faces immediate economic challenges. Britain continues to grapple with sluggish economic growth, high public debt and persistent pressure on household finances. Financial markets are expected to closely watch Burnham’s first Cabinet appointments and his government’s early fiscal signals, particularly the choice of Chancellor, which investors view as critical to economic stability.

Burnham’s rise marks a remarkable political comeback. After serving as a Cabinet minister under previous Labour governments and later becoming Mayor of Greater Manchester, he returned to Westminster following a by-election before rapidly securing overwhelming backing from Labour MPs to replace Keir Starmer as party leader. His formal appointment on Monday will make him the latest in a series of mid-term British prime ministers to take office without a general election.

With his Cabinet expected to be unveiled shortly after taking office, attention will quickly shift to Burnham’s first policy announcements and whether his new administration can unite the Labour Party while addressing the UK’s economic and public service challenges. The composition of the Cabinet is expected to provide the clearest indication yet of the political and economic direction the new government intends to take.
