Israel and Lebanon Sign Historic Framework Agreement in Washington; Hezbollah Rejects US-Brokered Deal as ‘Surrender’

Israel and Lebanon Sign Historic Framework Agreement in Washington; Hezbollah Rejects US-Brokered Deal as ‘Surrender’

Israel and Lebanon have signed a landmark U.S.-brokered framework agreement in Washington aimed at reducing hostilities along their shared border and laying the groundwork for a broader peace arrangement. However, the deal immediately faced its biggest challenge after Hezbollah categorically rejected the agreement, describing it as a “surrender” to Israel while Israeli military operations continued in southern Lebanon.

Historic Agreement Signed in Washington

The framework agreement was signed in Washington following several rounds of intensive U.S.-mediated negotiations involving Israeli and Lebanese officials. It represents the first major diplomatic framework between the two countries in decades and is intended to transform the existing fragile ceasefire into a more durable security arrangement.

Under the agreement:

  • Israel will carry out a phased withdrawal from parts of southern Lebanon.
  • The Lebanese Armed Forces will gradually assume responsibility for security in areas vacated by Israeli forces.
  • Israel will temporarily maintain forces within an expanded security zone until agreed security benchmarks are met.
  • Both governments committed to continued negotiations under U.S. supervision toward a longer-term settlement.

Hezbollah Rejects the Agreement

Hezbollah Deputy Secretary-General Naim Qassem strongly rejected the framework, calling it “null and void” and accusing the Lebanese government of making unilateral concessions that undermine national sovereignty.

Hezbollah particularly opposes provisions that effectively require the Lebanese state to establish exclusive control over security and eventually disarm non-state armed groups. The organization insists it will continue what it describes as armed resistance against Israel.

Israeli Military Operations Continue

Despite the diplomatic breakthrough, hostilities have not completely ceased.

Israeli forces carried out a drone strike in southern Lebanon shortly after the agreement was signed, reportedly targeting an individual Israel described as an imminent security threat. Lebanese media reported casualties from the strike, underscoring the fragile security environment despite ongoing negotiations.

Israeli Government Welcomes the Deal

Israeli Prime Minister Benjamin Netanyahu described the agreement as a historic diplomatic achievement and argued that it significantly weakens both Hezbollah and Iran’s regional influence.

Israeli officials also emphasized that the agreement preserves Israel’s right to maintain security operations if necessary while allowing for a gradual normalization of border security.

Lebanon’s Government Defends the Framework

Lebanese Foreign Minister Youssef Raggi called the agreement a “victory for diplomacy,” saying it strengthens the authority of the Lebanese state and reinforces national sovereignty by expanding the role of the Lebanese Armed Forces in southern Lebanon.

However, significant political divisions remain inside Lebanon, particularly among Hezbollah supporters and allied political movements, who argue that the agreement disproportionately favors Israeli security interests.

Regional Significance

The agreement comes amid wider tensions across the Middle East following recent military exchanges involving the United States, Iran, and Gulf states. U.S. officials view the Israel-Lebanon framework as part of a broader effort to reduce regional instability while strengthening state institutions in Lebanon.

Analysts caution that implementation will be difficult unless Hezbollah either accepts the framework or refrains from actively obstructing it. Continued Israeli military operations and Hezbollah’s refusal to disarm remain major obstacles to lasting peace.

What Happens Next?

The immediate focus will be on implementing the phased security arrangements, expanding Lebanese Army deployments in southern Lebanon, and preventing further border clashes. At the same time, diplomats will closely monitor whether Hezbollah escalates military operations or whether negotiations can continue despite its rejection of the agreement.
