A fresh political controversy has erupted after Trinamool Congress MP Mahua Moitra criticized Prime Minister Narendra Modi’s recent ‘Guardian of the Blue Horizon’ award from Seychelles, alleging that India extended substantial financial assistance to the island nation while Modi received a newly instituted honour whose circulated citation contained spelling mistakes. Her remarks have intensified the ongoing debate over the Prime Minister’s overseas awards.

Taking to social media, Moitra said, “PM ji loves awards. He loves foreign travel,” and claimed that public money was used to provide ₹500 crore as a grant and ₹1,250 crore as a Line of Credit to Seychelles, while the country “happily gave him a misspelt certificate.” Her comments referred to the typographical errors found in a draft version of the award citation that circulated online after the ceremony.

The controversy centres on the ‘Guardian of the Blue Horizon’ distinction, which was conferred on Prime Minister Modi during his state visit to Seychelles. The honour was officially instituted by the Seychelles Cabinet on June 24, only days before Modi’s arrival, making him its inaugural recipient. Critics have questioned the timing of the award and argued that it was created specifically for the visit.

Attention intensified after images of the citation revealed spelling mistakes, including “Repubblic” instead of “Republic” and “Seycheeles” instead of “Seychelles.” The errors led to widespread discussion on social media, with some users speculating that the document had been produced using generative AI. However, these AI-related claims have not been officially established.

Opposition leaders, including Congress spokesperson Supriya Shrinate, also questioned the award’s credibility, arguing that the distinction was introduced in haste and highlighting that Modi became its first recipient. They linked the episode to India’s announcement of financial assistance for Seychelles during the visit, suggesting the timing warranted public scrutiny.

The Seychelles government has rejected allegations that the honour was illegitimate. Its Foreign Ministry stated that the version of the citation circulating online was an unapproved working draft released inadvertently. According to the government, a corrected and officially authenticated citation had been prepared before the award presentation, and the honour remains a valid national distinction.

The Government of India has also defended the recognition, stating that the award acknowledges Prime Minister Modi’s contributions to environmental conservation, climate action, the Blue Economy and India’s support for Small Island Developing States. During the visit, India and Seychelles signed several agreements aimed at strengthening cooperation in maritime security, development, healthcare and digital connectivity.

The episode has broadened into a wider political debate over the international honours received by Prime Minister Modi during his tenure. Supporters argue the recognitions reflect India’s expanding diplomatic influence and strategic partnerships, while critics maintain that newly instituted or first-time awards deserve closer scrutiny regarding their timing, purpose and presentation.
