Prime Minister Narendra Modi has begun a three-day State Visit to Seychelles, marking his first visit to the Indian Ocean island nation in over a decade. The visit underscores India’s strategic focus on strengthening maritime security, defence cooperation, and regional connectivity in the Indian Ocean under its Vision MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions) initiative.

A major highlight of the visit was the ceremonial handover of PS LESPWAR, a Made-in-India Fast Patrol Vessel (FPV), to the Seychelles Coast Guard. Built by Goa Shipyard Limited, the vessel is designed to significantly enhance Seychelles’ maritime surveillance, Exclusive Economic Zone (EEZ) patrol capabilities, and coastal security.

India Reinforces Maritime Partnership

During the handover ceremony in Victoria, Prime Minister Modi described the transfer of the patrol vessel as another milestone in the expanding India–Seychelles defence partnership.

The vessel, named PS LESPWAR—which means “Hope” in the local Creole language—is capable of high-speed operations exceeding 30 knots and will strengthen the Seychelles Coast Guard’s ability to monitor illegal fishing, piracy, maritime crimes, and search-and-rescue operations across its vast ocean territory.

Along with the patrol vessel, India also presented:

  • Six ambulances
  • Ten utility vehicles
  • Five laser radial boats

These assets are intended to support both maritime operations and civilian development in Seychelles, reflecting India’s broader development partnership with the island nation.

Strategic Importance of Seychelles

Seychelles occupies a strategically vital position in the western Indian Ocean, making it an important partner for India amid increasing geopolitical competition in the region.

For India, cooperation with Seychelles is central to:

  • Securing critical sea lanes of communication.
  • Combating piracy, drug trafficking, and illegal fishing.
  • Enhancing maritime domain awareness.
  • Promoting stability across the Indian Ocean Region.
  • Countering expanding strategic influence of external powers in the region.

India has consistently supported Seychelles through defence equipment, naval training, hydrographic surveys, coastal surveillance radar systems, and capacity-building initiatives over the past two decades.

High-Level Bilateral Agenda

During the three-day visit, Prime Minister Modi is scheduled to:

  • Hold bilateral talks with Seychelles President Patrick Herminie.
  • Attend Seychelles’ Golden Jubilee National Day celebrations as the Guest of Honour.
  • Address the National Assembly.
  • Review bilateral cooperation in defence, maritime security, the Blue Economy, climate resilience, healthcare, digital connectivity, and development partnerships.

The visit also commemorates 50 years of diplomatic relations between India and Seychelles, which established ties following Seychelles’ independence in 1976.

Vision MAHASAGAR and India’s Indian Ocean Strategy

The Seychelles visit forms part of India’s evolving maritime doctrine under Vision MAHASAGAR, which seeks to strengthen security, economic cooperation, disaster resilience, and sustainable development across the Indian Ocean.

India has increasingly emphasized partnerships with island nations such as Seychelles, Mauritius, Maldives, Sri Lanka, and other Indian Ocean states as part of its broader regional outreach and commitment to ensuring a free, open, secure, and inclusive Indo-Pacific.

Diplomatic Significance

Analysts view the visit as an important signal of India’s continued commitment to being a reliable security and development partner in the Indian Ocean. The transfer of indigenous defence equipment such as PS LESPWAR also showcases India’s growing defence manufacturing capabilities under the “Make in India” initiative while reinforcing strategic ties with friendly maritime nations.
